Annual Operating Budget
Each year, the Mayor submits his annual budget recommendation to the City Council for review. The City Council holds committee meetings and a public hearing as part of the annual review process. Capital Improvement Plan
In 2017, the City of Marlborough developed a comprehensive 5-year Capital Improvement Plan in partnership with the UMass Boston Collins Center for Public Management. In 2018, the City updated the project list and cost projections.
Bond Rating
The City of Marlborough maintains strong credit ratings for municipal bonds and short-term bond anticipation notes. For municipal bonds, S+P Global Ratings assigned Marlborough, their AA+ rating. For short-term borrowing, S+P Global Ratings assigned Marlborough their SP-1+ rating, which is the highest rating attainable for short-term notes. Financial Liabilities
The City's retirement system is managed by the Marlborough Retirement Board. It is funded annually by the City and through investments made by the Retirement Board.
