194-12 Payment of entrance fees.
A. The entrance fee for a single family residence shall be payable at the time of the service connection, except that, at the discretion of the Department of Public Works this payment, plus a service charge of ten percent (10%) may be paid over a ten year period.
B. Entrance fees for all other connections shall be payable at the time of application for connection.
C. The unpaid balance for any entrance fee due the city under this section shall constitute a municipal lien on the property of the applicant.
