Entrance Fees
194-11  Entrance fees.

        Service pipes connected to the city main.  Entrance fees for any service pipe connected into the public water system shall be in accordance with the following schedule:


        (1) Residential.


                (a) Single-family residence: two thousand dollars ($2,000.00).


                (b) Multiple family residence including all structures containing more than one (1) dwelling unit, such as duplexes, apartment houses, apartment complexes, hotels, motels, trailer parks, etc.: three thousand dollars ($3,000.) plus five hundred dollars ($500.00)  per living unit.

                (c) Any single family residence that exists as of December 31, 2003 and presently has water connections available, will have until June 30, 2005 to connect to the system at the rate of  $400 for water.  If the connection is not made prior to June 30, 2005, the fee will be the fee in effect at the time of the connection.

The owner of any single-family residential dwelling that has an occupancy permit from the Building Department efective on or before December 31, 2003 will be allowed a period of one (1) year from the first Monday of the month following the effective date of this Ordinance to sign a commitment to pay the amount of four hundred dollars ($400.00) to connect to the municipal water system.  This date is September 5, 2006.  Said commitment shall be paid in a single payment within five (5) years hence.  If the fee is not paid in full within the prescribed time, the fee for connecting to the sewer system will be the fee in effect at the time the home connected.  Once the fee is paid, the homeowner or his successor and assigns may connect to the water system at any future time.

The owner of any single-family home that received an occupancy permit from the Building Department which was effective after December 31, 2003 will pay the fee in effect at the time of connection.

All new construction after December 31, 2003 will pay the new fees in effect at the time of the connection.

        (2) Non-residential.


                (a) Entrance fees shall be based on the size of service pipes as follows:

(b) Entrance fees for any service larger than twelve (12) inches shall be as determined by the commissioner of Public Works with the approval of the Mayor.


        B. Secondary or branch mains connected to city main and service pipes connected thereto:

                (1) Single-family residential sub-division or development.  The entrance fee shall be three thousand dollars ($3,000.00) for each connection to the secondary or branch main, or mains, to city mains, plus one thousand dollars ($1,000.00) for each lot served by the secondary branch main.

                (2) Multi-family residential subdivision or development.  The entrance fee shall be three thousand dollars ($3,000.00) for each connection of the secondary or branch main, or mains, to city mains, plus five hundred dollars ($500.00) for each living unit served by the secondary branch main.

                (3) Commercial or industrial subdivision or development.  The entrance fee shall be three thousand dollars ($3,000.00) for each connection of the secondary or branch main, or mains, to the city main, plus the non-residential entrance fee listed in 194-11A for each service connected to the branch or secondary main.


        C. Fire protection.

                (1) Any service pipe to be used for fire protection purposes (i.e. feeding hydrants, sprinkler systems, etc.) shall be a separate service from the main and subject to an entrance fee of two thousand dollars ($2,000.00) one for any size eight (8)inches or smaller and three thousand dollars ($3,000) for any size greater than eight (8) inches.

                (2) Any residence now under extension contract will continue to benefit by additional connections into the extension until the life of that particular extension contract expires.
