CURBSIDE SOLID WASTE COLLECTION
REGULATIONS
§
89-12. Collection schedule and
regulations.
A. Regular weekly collections shall be made on
a contract basis from all single family
homes, single family residential condominium
units, from collection areas
esignated by the Department of Public
Works Commissioner, as defined by MGL,
hapter 183A, Section 1, and multifamily
homes of not more than three (3) family units.
B.
Collections
shall be made once weekly, Monday through Friday. Weeks with a holiday
will
have the collection one day late after the holiday.
C. Regulations:
(1) All refuse for collection shall be tied
plastic bags or approved equal, tied,
paper
bags. Cardboard boxes, if secured, are
acceptable. The containers
shall
be placed at the property line at the back edge of the sidewalk,
not
blocking it, before 7:30 a.m. on the day collection is scheduled. No
collections
shall be made from apartment homes containing more than
three
(3) families or industrial or commercial establishments.
(2) No plastic or approved equal paper bags, or
other suitable containers, in
which
said refuse is placed, shall have a capacity of more than thirty (30)
gallons,
or weigh, when filled, more than sixty (60) pounds. Rubbish
barrels,
bushel baskets and the like, which would require emptying and
returning
the container to the curb are unsatisfactory containers and shall
be
left un-emptied. (Note: Some concern has
been made about damage to
rubbish
bags by crows and other animals. Rubbish
may be placed in barrels
providing
that the material is contained in the same type rubbish bag as
described
herein.)
(3) Waste paper, paper bags, cardboard, rags,
cloth, leather, excelsior and
similar
materials shall be made into bundles, securely fastened, or placed in
suitable
containers to prevent blowing about.
(4) Due to the passage of Federal and State
regulations which prevent the
crushing
of appliances and/or allowing the escape of Freon and PCB's, which
are
considered harmful, the following items are excluded from the collection:
dishwashers,
stoves, refrigerators, freezers, air conditioners, clothes
washers
and driers, fluorescent light fixtures and/or any fixture or
appliance
that has capacitors or ballasts.
Residents may, however, take
the
above materials to the Residential Drop-Off Facility for proper disposal.
(5) Toilets, mattresses and all sick-room
supplies will not be collected.
(6) Large auto parts (fenders, doors, engine
blocks, tires, batteries, etc.) abandoned
vehicles,
or unusually large or heavy objects will not be collected.
(7) Furniture will be collected as long as it can
be handled by two people and
will
fit into the packer-type collection vehicle.
(8) Discarded rugs will be collected only if they
are rolled and tied.
(9) Fencing, chain link or wire mesh shall be
rolled and secured from opening.
Stockade
fencing and rail fencing, shall be cut four (4) feet in length and
shall
be tied, able to be handled by one person.
Tied bundles shall not
weigh
more than sixty (60) pounds.
(10) Shrubbery, brush or tree limbs shall be tied,
or containerized, in bundles not
more
than four (4) feet in length and sixty (60) pounds in weight, able to
be
handled by one person. Large diameter
tree limbs and any size tree trunks
and
stumps will not be collected. Leaves shall be collected weekly at
curbside,
if placed in suitable bag containers, separate from the rubbish.
Leaf
bags may be larger than the 30 gallon capacity mentioned in Item #2 but,
still
not weigh more than sixty (60) pounds.
(11) Brick, mortar, plaster, cement and wooden
boards from small home repairs,
construction,
demolition or remodeling will be collected from residences if
said
refuse is placed in a suitable container, or tied together in lengths
and
weights that will fit into the packer-type collection vehicle and can be
handled
by one person. Loose material or boards
will not be collected.
(12) No more than three (3) replacement of storm
windows, or doors, will be picked
up
at one time.
(13) No propane tanks, hazardous or special wastes
shall be placed with the regular
refuse
for collection.
D. Any violation of the above rules and regulations relative to
preparation, placement
and type of containers
shall be reported to the homeowner or tenant, and any future
violation will cause the
Commissioner of Public Works to notify the collection
contractor to stop
collection at the home involved.
E.
A person may
be authorized to collect rubbish, provided that such collection is
performed
in accordance with these regulations or collections are made in bulk
containers
of approved closed-type trucks.
