20. Order No. 07100-1475 - re: Reappointment of John Sahagian to the Zoning Board of Appeals. Mr. Sahagian has continued as holdover since May 5, 2006. Mayor suggests that his term be extended to terminate on May 5, 2012. Recommendation to the Personnel Committee was to approve 2 - 0
21. Order No. 07100-1474 – re: Reappointment of Julie Purcell to Historical District Commission for three year term expiring from date of confirmation. Recommendation of the Personnel Committee was to approve 2 - 0
From Legislative and Legal Affairs Committee
22. Order No.07100-1496 – re: Communication from Atty. Bergeron re: Proposed Land Disposition for Affordable Housing Construction, Hemenway Street Extension, Map 3, parcel 1, requesting that the City Council convey the lot to the CDC for $1.00 so that the CDC can cause a new single family dwelling home to be built on the property by the students of the Assabet Valley Regional Vocational High School.
The committee continued its review of the CDC’s proposal. The consensus of the committee was that the benefit to the City and taxpayers was too limited relative to the value of assets being given up. Recommendation of the Legislative and Legal Affairs Committee was to deny 3 – 0

23. Order No. 07100-1478 – re: Adjust Dispatcher Mr. Duckworth’s Salary: The FINCOM met to discuss the Mayor’s request to adjust recently rehired police dispatcher Mr. Duckworth’s salary to the maximum step as outlined in the letter dated February 20, 2007. The FINCOM voted 5 – 0 to approve the adjustment of Mr. Duckworth’s salary to the maximum step of $36,732.42 retroactive to the date of rehire of February 25, 2007.
24. Order No. 07100-1494 – re:~ Revise Council on Aging Nurse’s Salary: The FINCOM met to discuss the Mayor’s request in the letter dated March 5, 2007 to revise the COA nurses salary ($25.00 per hour) to be consistent with the Board of Health Nurse’s salary ($29.50 per hour). The motion to approve the salary adjustment did not pass – Two in favor (Ferro/Juaire) and three opposed (Webster/Levy/Ossing).
25. Order No. 07100-1477 – re: ~ Transfer $164,042.65 to Fund Retiree Accounts: The FINCOM met to discuss the Mayor’s request in the letter dated February 21, 2007 to transfer $164,042.65 from the Fringe Benefit Account to the various Police, Fire, DPW and Legal accounts to cover retirees in these departments. Councilor Juaire abstained from participation. Recommendation of the Finance Committee was to approve 4 – 0

Cipriano for Sovereign Bank, 75 State Street, Boston, Ma 02109 for a Drive Thru ATM in conjunction with a Bank Branch to be constructed within Dunkin Donuts at 330 Boston Post Road East, MOTION: to refer to the City Solicitor to be put in proper form.
27. Order No. 06100-1231E – re: Registered Sex Offender Restrictions and also order no. 06100-1231-1D, Sex Offender Restrictions, Non-Criminal Disposition MOTION: on March 26, was to refer to the City Solicitor to be put in proper form. This was reviewed by the City Solicitor and is in proper legal form.
