REPORTS OF COMMITTEE

17.     ORDERED:        That the City Comptroller and City Solicitor draft an ordinance regarding exit benefits for the position of Mayor’s Aid to outline that the term of the outgoing Mayor’s Aid ends on December 31. This will ensure that yearly vacation and other benefits are not provided to an outgoing Mayor’s Aid who works for only a few days in the new legislative year…………Submitted by Councilor Pope.

18.     Order No. 06100-1261 – re: appointment of Brent DeBraga  to the Youth Commission, term to expire three years for date of appointment. Recommendation of the Personnel Committee was to approve. 3-0

19.     Order No. 06100-1351 – re: appointment of Tony Evangelous to the Youth Commission, three year term expiring three years from confirmation. Recommendation of the Personnel Committee was to approve. 3-0

20.     Order No. 06100-1330 – re: reappointment of David Gadbois to the Recreation Commission, term to expire May 1, 2011. Recommendation of the Personnel Committee was to approve. 3-0
                  
From Legislative and Legal Affairs Committee

21.     Order No. 06100-1236 – re: Communication from Atty. Arthur Bergeron re: proposed site legislation, Design Pak easement – An Act Directing the Department of Conservation and Recreation to Amend a Certain Easement in the City of Marlborough. (By adding after the words “said property shall remain industrial” the words “residential or commercial” and by striking Sections 1,2,3, and 9 of the Easement. Further any and all additional industrial uses are hereby amended to include residential and commercial use, including uses accessory to the same, including the construction of impervious surfaces for entrance, egress and parking, subject to applicable local review and jurisdiction. In addition, the Easement is hereby amended to provide that all uses of the Property currently in effect are expressly permitted under the Easement. (Easement recorded in Book 4490 Pages 167-172, 175 Maple Street, CityMarlborough). The Easement shall be deemed amended with the passage of this Act. Motion made by Councilor Clancy, seconded by Councilor Levy, to recommend that the Council adopt a Resolution endorsing the proposed legislation as attached to the order. 3-0
        
From Rules Committee

22.     Order No. 06100-1288 – re: That the Rules Committee consider the following rules change:   That all orders before the Council and its committees are null and void and have no effect at the end of the two-year legislative session.  Motion made, and seconded, to recommend adoption of the language submitted by Councilors Ferro and Levy that certain orders will expire at the end of the two-year legislative session.  Motion made, and seconded, to adopt the 2006 Council Rules, as amended, by underlined language on page 7.  Recommendation of the Rules Committee to approve with amendment.  3-0
