12.     Order No. 06100-1231 – re: Amending City Code Chapter 162, Registered Sex Offender Restriction.
13.     Order No. 06100-1231-1 – re: Amending City Code Chapter 147,  Non-Criminal Disposition.(properly advertised)  
14.     Order No. 06100-1270 – re: Chapter 79 of the Acts of 2006 – An Act further Regulating Meetings of Municipal Boards. Recommendation of the Legislative and Legal Affairs Committee was to APPROVE 3-0
15.     Order No. 06100-1267 – re: Revised order of Taking for the Proposed Sewer project by Eminent Domain land takings for the addressStreetVega Road and addressStreetWoodland Drive area. Recommendation of the Legislative and Legal Affairs Committee was to APPROVE 2-1 (Councilor Schafer opposed)

16.     Order No. 06100-1314 – re: The appointments of Lynn Faust, Gary Brown, Grace Lyons, John Noble to the Historical Commission. The remaining appointees listed on the order remain in committee: Wilcox, Brigham and Gracey. Recommendation of the Personnel Committee was to APPROVE 3-0

17.     Order No. 06100-1294 – re: “Capital Bond for Department Equipment for $1,369,000: MOTION was made at the October 16, 2006 meeting by Councilor Schafer to reduce the DPW by $231,000 and amend the bond to $1,138,000 (did not carry). To be placed on the agenda of October 30th for reconsideration.

18.     Order No. 06100-1296 – re: “Cytyc TIF” The Finance Committee requested the Solicitor and Cytyc officials finalize the document to include the following:
·       Page of placeRIF Agreement – Item 1 last paragraph- revise to reflect that Marlboro qualified residents will be given first priority for jobs before the regional ETA.
·       Page 4 of TIF Agreement – Item 4 second paragraph – insert “New” in numerator of the equation to read “Actual Total Permanent” New Full Time Job Level
·       Page 3 of TIF plan – Revise language to give priority to qualified local business during the expansion of the facility.
The Solicitor provided the revised documents with the above revisions incorporated. The FINANCE COMMITTEE motioned to revise the TIF agreement on page 4 to add language for the Company to provide a narrative of the reasonable efforts to use qualified local businesses. The motion passed 5 – 0
        The FINANCE COMMITTEE voted 4-1 (Levy) to APPROVE the revised language in the Cytyc TIF agreement, TIF plan, Certified Project Application, designation of the 445 Simarano Drive Economic Opportunity Area and Council resolution.`
