16.     ORDERED:        That the Mayor, Comptroller and City Auditor appear before the PersonNameCity Council to explain expenditures for part-time help and/or summer interns……..Submitted by Councilor Pope.

17.     ORDERED:        That the City Code of the City of  CityplaceMarlborough, as amended, be further amended as follows:
                By amending Chapter 163 of the City Code, the so-called Sign Ordinance, by adding, at the end of Section 163-12.C(2), the following sentence:
        “No variances shall be considered or allowed by the Planning Board from the date on which this sentence becomes effective until July 1, 2007.”………Submitted by Councilors Katz and Pope.

From Finance Committee
18.     Order No. 06100-1262A re: Computer Software Bond for $95,000, the Finance Committee discussed whether to bond the software or fund the software through department transfers. A motion was made to approve the bond and did not pass – two in favor (Webster, Ossing) and two against (Ferro, Levy). The Finance Committee voted 4 – 0, to report the bond out to the full Council with NO RECOMMENDATION.
19.     Order No. 06100-1264A  re: Transfer of $74,000 to fund computer software and hazard mitigation study. Recommendation of Committee to APPROVE 4 – 0 .

IN CITY COUNCIL                                                                                                    SEPTEMBER 25, 2006

20.     Order No. 06100-1251A re: “Proposed Purchase of McKinnon Parcel” – Recommendation of the  Finance Committee 3-2 , to  DENY the purchase of the McKinnon parcel for $99,000, discussions included the legal issues with the use of a hot dog truck at the location., whether the condominium property,  properly sold the property, and assessed value of the property. FINANCE  COMMITTEE  took the following votes:
The FINANCE COMMITTEE voted 3 in favor (Levy, Ferro, Ossing) and 2 against (Webster, Juaire) to DENY purchase of the McKinnon parcel for $99,000.
The FINANCE COMMITTEE voted 2 in favor (Levy, Webster) and 3 against (Ferro, Juaire, Ossing) to purchase the McKinnon parcel for the assessed value price of $86,500. The MOTION DID placePlaceNameNOT PlaceTypePASS.
The FINANCE COMMITTEE voted 4 in favor (Webster, Levy, Juaire, Ossing) and 1 against (Ferro) to report the purchase of the McKinnon parcel with NO RECOMMENDATION to the full PersonNameCity Council.

        From Operations & Oversight
21.     Order No. 06100-1022B re:  Operations & Oversight Committee recommends the following rental abatements as requested by tenants at the PlaceNameplaceWalker PlaceNameBuilding:
MESF:
Office Space: $500.00 per month ($4.00 per square foot)

Food Pantry: Rent free
Recommendation of Committee to approve  2-1 (Katz opposed)

Disabled American Veterans (DAV):
Office Space: $167.00 per month ($4.00 per square foot)
Recommendation of Committee to approve 3-0

Motion made and seconded, to recommend denial of abatement requests to:
Marlborough Cable Trust; Tree of Life Ministries and Metro West Symphony; the minimum rent for these groups shall be established at $9.00 per square foot as previously recommended by the Mayor and adopted by the PersonNameCity Council. Recommendation of Committee to approve 3 -0
The Committee further recommends that the Mayor consider the sale of the placePlaceNameFrank PlaceNameD. PlaceNameWalker PlaceNameBuilding. Recommendation of Committee to approve 3-0
