25 . Order No. 03-9912 – re: Abandon portion of Old Lakeside Ave.  Recommendation of Committee (2-0-1 Councilor Schafer abstained) to:
1)      approve the discontinuance of Old Lakeside Ave pending review by the Solicitor and Commissioner LaFreniere and contingent upon the      proponent and City agreeing upon terms and conditions of said sale for the purposes of the final vote of the City Council;
2)      Commissioner to delineate easement sites on the property;
3)      Petition the Commonwealth for a Release Deed;
4)      Issue Release Deed.

From Public Services Committee:
26. Order No. 06100-1146 – re: Harvard Primate Research Center’s request for domestic
        water use.  Recommendation of Committee to approve 3-0.
27. Order No. 05100-958 – re: application for Sewer Connection Permit for 99
Restaurant & Pub, northwest corner of Glen St.  Recommendation of Committee to approve with conditions per Asst. Commissioner Crouse: “The Sewer Connection Permit for the Ninety Nine Restaurant is for 6,580 gpd.  If the total volume is not needed, the surplus will be returned to the City (3-0).
28. Order No. 06100-1069 – re: acceptance of Robert Rd and Knight Way and grant of
        municipal easements in Country Club Subdivision (3-0).

From Finance Committee:
29. Order No. 06100-1120 – re: transfer $10,000 to fund temporary clerk.  Recommendation of Committee to approve 3-0 (Suspension of Rules requested – then withdrawn).
30. Order No. 06100-1121 – re: transfer $3,848.20 to fund deficit in Mayor’s Executive Aide salary line item.  Recommendation of Committee to approve 3-0.
31. Order No. 06100-1123 – re: transfer $5542.50 from Reserve for Salaries to various salary accounts.  Recommendation of Committee to approve (3-0 the transfer to various salary line items to fund sick leave buy back and longevity accounts (FinCom noted: Health & Licensing transfer and Collector transfer are not included in this approval and require a formal request from the Mayor).      
32. Order No. 06100-1119 – re: transfer $357,000 from Free cash, WWTP Electric and
Solid Waste Electric to various utility accounts.  Recommendation of Committee to approve the transfer of $302,000 from Free Cash, $20,000 from WWTP Electric and $35,000 from Solid Waste Electric to various utility accounts out in Mayor’s letter.  FinCom noted that transfer from Free Cash was $302,000 as identified in attachment to the letter and not $357,000 as identified in Mayor’s cover letter.  Auditor validated this information and stated that remaining balance in free cash would be $368,410.
