23. ORDERED: That the City of Marlborough adopt a new fee schedule for the Fire Department as

24. ORDERED: That the Mayor and Department Heads complete the information below in order to support
the Finance Committee Budget review activities. Submitted by Councilor Ossing:
1. The City Solicitor provide written documentation when the 45 day limit for City Council
action on the FY05 budget is required by May 17, 2004.
2.The Mayor post the proposed FY05 budget on the city website by May 17, 2004.
3.The City Clerk advertise that the public hearing for the FY05 budget will be held on Monday
May 24, 2004 at 8 PM (include on City Council agenda).
4. The Department Heads on the attached sheet provide a synopsis of the changes for the FY05
cost centers by May 17, 2004. The synopsis should include staffing changes and those line items
that change by more than 3% or $10,000.00.

5. The City Assessor identify the potential impact of the proposed FY05 budget on the residential
and CIP tax rates by May 17, 2004.

7. The City Comptroller provide the FY05 estimates for state funding and local receipts by May
17, 2004.
25. ORDERED: That the Finance Committee examine the feasibility and potential benefits of
implementing a municipal lock box procedure to increase the efficiency of the City's
collection process……….submitted by Councilors Schafer, Katz, Vigeant, Stevens,
