The City of Marlborough (population: 40,000) is a dynamic Metro-West community rich in tradition with a vibrant and expanding commercial tax base.  We are seeking an experienced candidate to fill the full-time position of Building Commissioner.

The Building Commissioner plays a vital and highly visible role in the development and well-being of the community. As a “working Commissioner,” the successful candidate will balance the duties of managing the department while performing inspections and ensuring the delivery of excellent customer service and responsiveness throughout his/her office. Considerable value will be placed on a candidates’ interpersonal and problem-solving skills as well as his/her experience with complex commercial developments.

This is a department head position appointed by the Mayor and subject to the approval of the Marlborough City Council.

Specific Duties include:
  • Administers and oversees the daily functions and operations of the Inspectional Services/Building Department including preparing, administering, and managing the department operating budget; supervising, developing, and evaluating personnel and candidates for hire under his/her direction.
  • Providing excellent customer service. The Inspectional Services Department interacts with many residents, business owners, and developers every day. The Building Commissioner is expected to review and approve permits and conduct inspections in a timely and professional manner. The Building Commissioner must have experience in conflict resolution.  
  • Develops policies and procedures for building, planning, plumbing/gas, wiring, and zoning functions.
  • Schedules and allocates staff to meet significant demand from the public. Reviews inspection reports completed by department staff.
  • Serves on the Site Plan Review Committee.
  • Enforces provisions of the Marlborough General Code including Chapters 270, 526, and 650. Investigates, prepares reports and opinions, files and prosecutes cases in court.
  • Performs detailed construction plan reviews, consistent with code regulations. Corresponds with architects on non-compliance issues. Prepares legally binding permits. Manages and executes contracted plan review services.

  • Enforces the provisions of the State Building Code, 780 CMR, MGL. Chapters 22 and 13A and 521 CMR and related codes.
  • Provides professional advice and guidance to the City Council on special permit uses under consideration, potential special permit mitigation conditions, and relevant changes proposed to the City’s zoning and sign ordinances.

Office Environment
In addition to the Building Commissioner, the Building Department has (2) FT Local Inspectors, (1) FT Plumbing/Gas Inspector, (1) PT Code Enforcement Officer, (1) FT Wiring Inspector, and 2.5 FTEs for administrative support.

The Building Department currently utilizes the Accela Civic Platform software system.


Education, Training and Experience:
The successful candidate will: possess a bachelor’s degree in construction management or a related discipline, possess at least seven (7) years’ experience in municipal, state, or federal building inspectional services or construction supervision, three of which shall demonstrate progressively increased supervisory and/or administrative experience or an associate’s degree with 10 years of progressively responsible experience in municipal, state, or federal building inspectional services; any combination of relevant education and experience.

Applicants with current Building Commissioner license preferred.   Valid Massachusetts Driver’s License required.


Step Salary:
Per ordinance, compensation is $92,350.50 to $103,998.38.
